PROPOSED CHANGES IN THE IHSAA BY-LAWS

1. 7 1.4 23 Change: Schools must maintain an accurate record of all non-teaching coaches. Approval from the IHSAA is not needed except in the case of boys basketball or football head coaches. The Commissioner may approve requests for a period not to exceed one year for boys head basketball or football coaches.

2. 7 1.5 23 10 Change: Member schools shall maintain a record of coaching education for all non-teaching coaches. This record shall be furnished to the Association on request by the Commissioner or his designee.

A motion to approve the proposed changes in Rules 7-1.4 and 7-1.5 was made by Dennis Eller; seconded by Priscilla Dillow; motion passed 17-0.

3. 15 2.4b 40 3 Change: Coaches may use students, school owned equipment in schools, camps and/or coaches clinics held in the State of Indiana or in an adjacent state, when the coach is a presenter. A record of students used as demonstrators must be kept by the school. Coaches may not use a student for demonstration purposed in more than three (3) such clinics per sport between July 1 and June 30 each year. No more than one (1) such clinic may be in an adjacent state.

A motion to approve the proposed change in Rule 15-2.4b was made by Mike Blackburn; seconded by Phillip Gardner; motion passed 17-0.

4. 15 2.6b 40 (1) Change: Member school coaches may supervise the program, communicate with students and offer correction provided that:

A motion to approve the proposed change in Rule 15-2.6b was made by Steve Riordan; seconded by Al Logsdon; motion passed 14-3 with Blackburn, Dillow and Raymond dissenting.

5. 15 2.6b 40 (1) Delete: they do not provide instruction for the students;

15 2.6b 40 (2) Delete: they do not play with or against the students;

15 2.6b 40 (4) Delete: they supervise the facility and equipment only;

15 2.6b 40 (3) Renumber as: (1)

15 2.6b 40 (5) Renumber as: (2)

15 2.6b 40 (6) Renumber as: (3)

A motion to approve the deletions and renumbering of items in Rule 15-2.6b was made by Joseph Trimboli; seconded by Dennis Eller; motion passed 17-0.

6. 15 2.6b 40 (4) New: The coaching staff may offer instruction and work directly with a maximum of two athletes at a time.

A motion to approve the proposed Rule 15-2.6b(4) was made by Dan Cunningham; seconded by Oren A. Sutherlin; motion passed 15-2 with Blackburn and Logsdon dissenting. Editorial Note: This should be interpreted as meaning that regardless of how many coaches are involved, a maximum of two athletes may be receiving individualized attention at any time.

7. 15 3.3a 42 (5) Change: During the camp, one scrimmage against students from another school is permitted Scrimmage time shall be confined to the four hours in a day.

A motion to approve the proposed change in Rule 15-3.3a(5) was made by Al Logsdon; seconded by Joseph Trimboli; motion passed 12-5 with Blackburn, Eller, Gardner, Powell and Raymond dissenting.

8. 15 3.6b 44 Change: Member school coaches may supervise the program, communicate with students and offer correction provided that:

A motion to approve the above proposed changes, deletions and renumbering of items in Rule 15-3.6b was made by Dan Cunningham; seconded by Priscilla Dillow; motion passed 17-0. Editorial Note: This should be interpreted as meaning that regardless of how many coaches are involved, a maximum of two athletes may be receiving individualized attention at any time.

11. 15 3.6b 44 (5) Change: Operation of open facility programs must be terminated prior to Monday of Week 4 for all sports. (See IHSAA calendar for week numbers.)

Following discussion, a motion was made by Steve Riordan to amend the proposal to read "Week 5" rather than "Week 4;"

Seconded by Mike Blackburn; motion to amend the proposal passed 17-0. Michael Powell made a motion to approve the amended proposal; seconded by Janis Qualizza; amended motion passed 17-0.

12. 17 8.1 51 (1) Insert: Except with respect to Rules 4, 12 and 18, the Commissioner or his designee or the Committee shall have the authority to set aside the effect of any Rule when, in the opinion of the Commissioner or his designee or the Committee, all of the following conditions are met:

A motion to approve the proposed change in Rule 17-8.1 was made by Dennis Eller; seconded by Mike Blackburn; motion passed 17-0.

 

A motion to adjourn this meeting of the IHSAA Board of Directors was made by Dennis Eller; seconded by Michael Powell; motion passed 17-0. The next regularly scheduled meeting of the IHSAA Board of Directors will be on Monday, May 1, 2000.
